The Legacy West campus is described on its own site as family owned and operated, and the leadership has real roots in Frisco. The regional director, Karen Kepley, began her early-childhood career in 1991, opened the West Frisco Kids 'R' Kids as director in 2005, and moved to the Legacy West campus in 2010. The administrative director has worked in child care since 1988. The state record adds two facts that matter. First, the campus holds a Texas Rising Star certification at 4 out of 4 stars, the highest quality rating Texas awards to a licensed center, which is earned through on-site assessment of teacher-child interaction, curriculum, and program administration and is not something a school can simply claim. Curriculum is where the franchise model shows most. Infants get the Big Steps® and Brain Waves® curricula, including American Sign Language techniques for pre-verbal babies. Creative Minds Montessori: one school, one philosophy, ten-plus years of the same faces

Creative Minds is the opposite shape: a single independent school in the Legacy and Warren corridor that serves children from six weeks through kindergarten entry and then hands them on to Frisco ISD or a private elementary. Everything about it is built around the Montessori method. Walk in mid-morning and the first thing you notice is the quiet hum of concentration: one child building the pink tower, another spooning beans between bowls, a teacher kneeling to give a short, precise lesson and then stepping back. Children choose meaningful work from a prepared environment of scientifically designed materials and carry it through long, uninterrupted work periods, while a trained guide observes and presents the next lesson at the right moment. Rooms are mixed-age so that older children mentor younger ones, and the curriculum spans practical life, sensorial work, language, mathematics, and cultural studies on one continuous arc from Nido (infants) through Pre Casa (toddlers), Transition, the 3s, Casa (three to six), and Pre-K I and Pre-K II / Transitional Kindergarten, which runs in step with the Frisco ISD calendar for children starting kindergarten the following year.

This is the heart of the decision, so it deserves a closer look than a table can give. The simplest way to say it: Kids 'R' Kids teaches children through a planned sequence of themes delivered by the teacher; Creative Minds teaches children through a prepared environment they work in themselves. Both produce children who can read, count, and sit in a kindergarten circle. They get there by different roads, and the road shapes the child.

A few honest notes on this table. The Kids 'R' Kids curriculum is genuinely richer in named programs, and some families love that: Spanish from the early years, sign language for babies, a STEAM strand, and a Pre-K module built explicitly around testing well in first grade. Hours. Kids 'R' Kids wins this one outright for commuting parents: 6:30 AM to 6:00 PM is an hour more coverage per day than Creative Minds' 7:00 to 5:30. If one of you leaves for a 7:00 shift or regularly gets home after 5:30, that hour is not a detail. Creative Minds' full-day programs cap at ten hours of care, and the school asks for a 9:00 arrival so children get the uninterrupted work period that makes Montessori work. Both schools close for major holidays; Creative Minds also follows Frisco ISD closures for weather and adds staff-development days and a winter break, so ask both for a full-year calendar before you sign.

Food. Both schools include meals, both are nut-free (Kids 'R' Kids says peanut-free), and both accommodate vegetarian diets daily. The differences are in sourcing and philosophy. Kids 'R' Kids cooks on site with a chef in a commercial kitchen, prepares food away from the classrooms, and lists the widest set of alternatives: vegetarian, vegan, dairy-free, beef-free, and chicken options, which is a real advantage for a family with a strict dietary need. Creative Minds serves organic milk and organic vegetables with no added raw sugar, minimal salt and fat, breakfast, lunch, and two snacks, with lunch catered by KidzCaters on a published four-week rotation and fresh fruit and milk with every lunch. Flexibility. If you need part-time, drop-in, or hourly care, Kids 'R' Kids' Flex Program is designed for exactly that, and the school has recently added two- and three-day options for babies from six weeks to twenty months. Creative Minds is a full-day school. It does offer ways to protect a spot during extended breaks (half tuition for infants, a hold-spot fee for older children) and two $50-per-week vacation credits a year, but it is not a drop-in program and does not present itself as one.

Safety, security, and seeing your child's day

Both schools take security seriously and both let you watch your child during the day, which is not universal in Frisco. The mechanisms differ enough to matter.

The glass walls at Kids 'R' Kids deserve a mention as a real design idea: a room you can see into from the hall is a room where a supervisor can catch a bad moment before it becomes a pattern. On the camera side, the difference is in how much you can watch: Creative Minds families can watch all day for a monthly fee, while Kids 'R' Kids families get a set number of sessions per account. Whether you would actually watch more than ten ten-minute sessions is a question only you can answer, but it is worth knowing before you compare "we have cameras" to "we have cameras."

What the state's five-year records show, side by side

The Texas Health and Human Services Commission publishes every licensed center's five-year compliance history in its public Child Care Search. We read both schools' pages on September 14, 2026 and put them in one table. Read ours as critically as theirs; the links go to the primary source.

Note on the zeros: the state began collecting departure counts in 2021 (for calendar 2020). The record shows 0 departures for Kids 'R' Kids in 2020, 2021, and 2023; we cannot tell from the record whether that reflects retention or reporting, and the state page itself suggests asking the center directly.

What the April 2026 inspection at Kids 'R' Kids actually found, in full: one child's admission form was missing a parent signature authorizing emergency medical care (rated high risk; technical assistance given); one child's file needed an updated immunization record (medium-high); one school-age child's admission form lacked school information (medium); and one staff member was four hours short of the 24 annual training hours the state requires (medium). Every one was corrected and verified compliant between May 14 and June 23, 2026. Ratios and group sizes, infant care, health practices, nutrition, and activities were evaluated and found fully compliant. That is a clean bill of health on the things that hurt children and a set of paperwork misses on the things that do not.

Our own record is the one we want you to read hardest. Twenty-six deficiencies across 3,942 standards is more than Kids 'R' Kids', and most of them are paperwork we should have had in order and many of which we reported ourselves. Each finding was verified corrected by the state. The three self-reported incidents on our record are incidents we reported to the state ourselves, because we would rather have a mark on the page than a secret in the building. Zero injuries in five years and 5 and 7 staff departures in the last two years are the numbers we are proudest of. Read a self-report count the way you read the turnover zeros: the record shows what was filed, and a zero cannot tell you whether nothing happened or nothing was filed. Kids 'R' Kids Legacy West shows zero self-reported incidents over five years on a campus licensed for 375 children; some of its public reviews describe incidents the reviewers say they brought to the office. Whether those met the reporting threshold is not something the record or a review can settle, so ask. Ask any school you tour how it decides what to report, and what it reported last year. The honest reading of the two records is this: on paper compliance over five years, Kids 'R' Kids is ahead of us, 10 deficiencies to our 26. On staff stability, we are well ahead: 5 and 7 departures in the last two years against 24 and 41. Neither school has ever had an injury tied to a standard violation, a penalty, or an enforcement action. Both numbers matter. The first tells you how carefully files and procedures are kept; the second tells you whether the adult your child bonds with in September will still be there in May.

Cost and fees: what each school publishes

Neither school prints monthly tuition on its website, which is normal in Frisco and frustrating for a shopping parent. Here is exactly what each does say, so you know what to ask.

• Kids 'R' Kids Legacy West uses an all-inclusive model: meals and snacks, daily reports, camera access, music, Spanish, and an ABCmouse account for Pre-K are folded into tuition. The FAQ says rates and fees are shared at enrollment and lists discounts for multiple children, educators, military families, and select corporate partners. The Flex Program has separate full-day, half-day, part-time, drop-in, and hourly rates. TEFA (the Texas Education Freedom Account) is listed as an option; ask whether your family qualifies.
• Creative Minds Montessori bills monthly by age. Published fees: a one-time $150 registration fee per child, a $150 supply fee twice a year (March and September), and a $25-per-child monthly camera fee. Published credits: a sibling discount, $150 off tuition for each referred family who stays 90 days, and a current new-family welcome of $100 off tuition for the first ten months. Meals, snacks, the weekly music class, and daily emails are included. Current rates come from the Director; the school's stated reason is that it wants to help you pick the right program before quoting a number.

Two practical tips. First, ask both schools for a written, all-in annual number for your child's age, including every fee, so the "all-inclusive" and "itemized" models can be compared like for like. Second, ask what happens to your spot and your money during a two-week vacation, a maternity leave, or a job change; the answers differ more between schools than the headline rate does. Kids 'R' Kids Legacy West

Start with the number that matters most: Kids 'R' Kids Legacy West holds a 4.5-star rating across 91 Google reviews. That is a strong score for a school that has been open since 2010 and serves children across a wide age range, and it should frame everything below. The school's own testimonials page carries eight parent stories, and the themes are consistent and warm: teachers who go "above and beyond," a director who knows every child and family, kids who "have grown as individuals," and the phrase more than one family uses, "our home away from home." Parents specifically praise the camera system and say they feel comfortable at drop-off. Those are the things a good school earns over years, not months.

Public review sites also carry critical reviews of the campus, and they deserve more than a footnote, because they are not a scattering of unrelated complaints. Read together, the critical reviews we examined on Google and Yelp, posted between 2014 and 2025, describe the same few concerns in different years and in different families' words, with no sign the reviewers knew of each other. These are the reviewers' own accounts and opinions, which we have not verified and which the school has not had the chance to answer here; paraphrased and anonymized, the recurring themes are:

• How toddlers were handled by individual teachers. This is the most serious thread and the most persistent. Reviewers in 2015, 2019, 2022, and 2025 separately describe a teacher being physically rough or impatient with a two- or three-year-old, at nap time or during play, or a crying child left without comfort. Two say they watched it on the school's own camera feed and took it to the office the same day; one describes staff reviewing the footage with them and apologizing, and being told the teacher would be coached.
• How the office responded when something went wrong. Across the same years, parents describe raising a concern and getting no clear answer, learning of a teacher's departure from the departing teacher rather than the school, and, in one 2025 account, filing a police report over playground supervision after getting no explanation. A former employee in 2022 described the workplace as a difficult one to be heard in.
• Staffing strain and ratio math. Reviews from 2014, 2015, and 2017 argue that two adults with ten toddlers is one adult with five in practice, that some teachers seemed inexperienced and stressed, and that a child was held back from the next room because it lacked staff.
• Billing disputes. Two families, years apart, describe late fees and a balance pursued after they had left.

Individual reviews are unverified, and we cannot verify these. What gives the pattern weight is the state's own data. Texas records 41 employees leaving Kids 'R' Kids Legacy West in 2024 and 24 in 2025. In our view, turnover at that level makes consistency hard for any center, and consistency of the adults in the room is exactly what these reviewers say they did not get. Two more facts belong next to those accounts. First, the same state record shows zero self-reported incidents at the campus in the last five years, while at least three of the reviewers describe events they say they raised with the office in person, including rough handling seen on the school's own camera feed and a playground supervision lapse that led one parent to file a police report. We cannot know whether any of those events met the state's threshold for a center to report, or how the school assessed them at the time; that is a factual question the school can answer and a parent can ask. Second, the state logged four complaint investigations at the campus in the same period, which means some families did take their concerns to the state; each was closed as compliant, which is genuinely reassuring about outcomes and does not tell you how the families who called experienced the process. For scale, our own record shows 7 and 5 departures in the same two years, with a licensed capacity of 226 against their 375.

What cuts the other way is real too, and we would be dishonest to leave it out: a 4-star Texas Rising Star certification earned through on-site assessment, an April 2026 inspection that found ratios, supervision, infant care, health, and nutrition fully compliant, zero injuries and zero enforcement actions in five years, a 4.5-star rating across 91 Google reviews, and eight testimonials describing a director who knows every family and staff who go above and beyond. Most families at this campus appear to be having the experience the testimonials describe.

So the reviews mean something specific. They do not say the campus is unsafe; the state's numbers say it is safe. They say that, for some families over twelve years, the quality of a child's day depended on which adult was in the room and on how the office responded when a parent saw something they did not like, and that the answer to both was not good enough for them. That is the question to press, in person and by name: Who will be in my child's room, how long have they been here, how many teachers left last year, and what exactly happens in the 48 hours after a parent reports something they saw on the camera? A school that has addressed this will answer with specifics and without flinching. Give it the chance to.

Creative Minds Montessori

Creative Minds Montessori holds a 4.7-star rating across 44 Google reviews. It is a smaller school, so the count is smaller; the score is what we are proud of, and so is the state's record of 5 and 7 staff departures in the last two years, because the reviews below are mostly about people who are still here. The Google reviews quoted on our Testimonials page cluster around a different set of themes: children who become "more confident, independent, and curious," teachers who are "patient, nurturing, and encouraging," a director who is "approachable, readily available," rooms that are "calm and well-equipped, never crowded," a "thoughtful and healthy" menu, and, again and again, the live cameras and daily communication. One father wrote that his daughter is always excited to go to school; one mother wrote that the teachers potty trained her daughter, "which made my life so much easier," and that there were tears for only three days. We are proud of those words and we know they are ours to keep earning. We would rather you verify them on a Tuesday morning than take them from us.

Which school fits which family

And a third possibility that is more common than either school likes to admit: some children are simply happier in one kind of room than the other, and you will know within ten minutes of watching them in it. These are the questions that separate a good tour from a brochure read aloud. Ask every one of them at both schools, in the same words, and compare the answers side by side.

1. "What is the exact ratio and group size in the room my child would start in, today?" Not the licensing maximum, the actual number this month.
2. "How long have the teachers in that room been here?" Tenure is the single best predictor of how your child's day will feel.

4. "Show me the camera access on your phone right now." How many sessions, how long, what rooms, and what it costs.
5. "What did the children eat yesterday, and where was it cooked?" Then ask to see the menu for next week.
6. "How much screen time will my child have, and what is it for?" Get a number, not an adjective.
7. "How do you decide when a child moves to the next room?" Age, readiness, or space in the next room, and who decides.
8. "What is my all-in annual cost for this age, including every fee, and what happens to my spot if we take three weeks off?"
9. "When a parent raises a concern about a teacher, what happens in the next 48 hours, and what did you report to the state last year?" Ask for a real example. Compare the answer with the self-reported-incident count on the school's state page.
10. "May I come back unannounced on a normal morning?" The answer, and the tone of the answer, tells you nearly everything.
